The proposed Free Trade Area of the Americas (FTAA) will extend the free trade and investor rights policies of NAFTA to the southern tip of South America and the Caribbean. It is being negotiated in secret without input from labor, environmental, or human rights organizations and, barring citizen unrest, will be implemented by no later than 2005. NORTHCOM: NAU Martial Law Appartus By 2020

The commander of NORAD and USNORTHCOM General Victor E. Renaurt recently made public a 10 page document called Vision 2020 which outlines strategic goals for both NORAD and USNORTHCOM leading up to the year 2020. The document advocates strengthening relations with Canada Command, developing a closer relationship with Mexico’s armed forces and establishing an effective continental defense against assorted threats. The focus of the Vision 2020 document is on protecting the continental perimeter of North America and not the United States. Even more disturbing is that the document also outlines goals to provide timely and effective support for civil authorities in the wake of catastrophic events through the integration of USNORTHCOM’s resources. Essentially, they are envisioning the role of USNORTHCOM by 2020 to serve as a North American martial law apparatus that will have operational integration with current civil and military authorities in Canada, Mexico and the United States.

Military support of civilian authorities, integrating with civilian authorities and standardizing operational concepts in regards to joint operations working with civilian authorities is a description for a martial law apparatus. Clearly the goal of USNORTHCOM according to Vision 2020 is to have the capabilities of a militarized internal police force combined with civilian and military authorities in Canada, Mexico and the United States that will enable them to enforce martial law. We are essentially looking at USNORTHCOM outlining a goal to be the command and control foundation of a militarized police state within a regional North American Union government.

The stated goals of the Vision 2020 document, raises many questions on what USNORTHCOM’s true purpose is. The Posse Comitatus Act forbids the military from enforcing law within the U.S. and the stated goals of Vision 2020 appear not to take that law into consideration. In fact the very existence of USNORTHCOM should be questioned as it pertains to that law. In addition, the Constitutionality of our military working with government and non-government agencies in Mexico and Canada should also be questioned. This holds especially true since the last goal of USNORTHCOM according to the Vision 2020 document advocates developing closer relations with Mexico’s military. Considering how corrupt Mexico’s government is, why would one of USNORTHCOM’s stated goals includes working closer with this government’s armed forces unless there are secret deals being made behind closed doors?

Considering the secrecy behind the Security and Prosperity Partnership, the Council on Foreign Relations stated goal of a North American Community by 2010, the rampant illegal immigration coming into the U.S. from Mexico and the lack of U.S. border security between Canada and Mexico the possibility of North American integration into a North American Union cannot be considered a conspiracy theory. Vision 2020 outlines goals for a common martial law apparatus and a continental defense perimeter for all three countries. This document certainly raises many questions about the goal of NORAD and USNORTHCOM as well as the possibility of a North American Union ruled by an iron fist.

What is the NAU and the NAFTA Superhighway? The NAFTA Superhighway (aka: Trans Texas Corridor - TTC) will be a large construction project, spanning 4-football-fields wide starting within the depths of Mexico, straight across the USA and into Canada. This inter-connected daisy-chain is linked to other Trade Corridors and existing interstate highways.

The existing interstate highways will be privatized and tolled, all vehicles and trucks will be scanned, Mexican Freight Trucks will not be searched and mainly will be carrying large containers full of cheap slave-goods made in Far-East and Communist countries.

The NAFTA Superhighway will use tracks for commuter rail and high-speed freight rail; depots for rail lines; pipelines for oil, water and natural gas; and electrical towers for cabling for communication and telephone lines.




The North American Union (NAU) and the NAFTA Superhighway has been going according to plan for years now and the mainstream media continues to keep the American public in the dark. The President has attended secret meetings, and has signed around 2 agreements under the Security and Prosperity Partnership program (a creation of the Council on Foreign Relations), along with former PM Paul Martin (now Stephen Harper), and Mexican President Vicente Fox (now Felipe Calderon).

All agreed to; Integrate Mexico, Canada and the United States, erase the southern and northern borders and manage to put in a tri-national ‘North American Union’ ID card containing sensitive biometric information via the ‘REAL ID Act of 2005′ which is to be set in place on December 31, 2009.

Like magic, no more illegal immigration problem.




All of this is supposed to take place by 2010, and then on the NAU will gradually progress into a American Union (AU), much like the European Union. With one government, one flag, one currency (Amero), one military, one Constitution (which will resemble the Soviet-Union’s Constitution) and all three countries will share one border. We see the erosion of the US Constitution and Bill of Rights via Orwellian Legislation being signed, the Continuity of Government only becomes clearer as the elite push on with the current agenda.

Former Mexican president wants North American Union based on EU

Mexico's former president, Vicente Fox, made an astounding admission last night on CNN's Larry King Live when he acknowledged the plan for a NAFTA single currency, a "euro-dollar" as King labeled it.

Fox also vowed to help unite the Americas beyond a trade agreement, following what he described as "a new vision, like we are trying to do with NAFTA".

The comments follow Fox's appearance on The Daily Show in which he advocated the creation of a North American Union based on the model of the European Union.

Mexican official urges North American Union

Tells Denver trade conference EU is 'model we need to follow quickly'

At a Denver conference on intercontinental trade corridors, a Mexican mayor called for a swift move toward a European Union-style merger of the U.S., Canada and Mexico.

Mayor Evaristo Lenin Perez of Ciudad Acuna, Mexico

Referring to Europe, Evaristo Lenin Perez of Ciudad Acuna – a sister city of Del Rio, Texas – told the Great Plains International Conference, "It's a model we need to follow quickly."

Perez later told WND, "If only people know the benefits of opening the borders and working together, improving the quality of life for all, then no one would be opposed to the idea of a North American Union."

A spokesman for organizers of the conference – which began Wednesday and concludes today – rejected the Mexican mayor's view.

"This is not what the conference is about, it is not about a North American Union," said Joe Kiely, vice president of the Ports-to-Plains Trade Corridor Coalition. "It is about developing infrastructure and economic opportunities in the Great Plains. I am equally surprised the other items were brought up here."

Ports-to-Plains describes itself as "a planned, multimodal transportation corridor including a multi-lane divided highway that will facilitate the efficient transportation of goods and services from Mexico, through West Texas, New Mexico, Colorado, and Oklahoma, and ultimately on into Canada and the Pacific Northwest."

The conference, held at the Adams Mark Hotel, is promoted as an opportunity to "highlight the efforts of communities and citizens working together to bring the benefits of investment in transportation infrastructure and trade home to the Great Plains region."

Asked why he chose the conference to promote the idea of a North American Union, Perez told WND, "It's as good as any place and the right people are here."

Summary:

The North American continent is being transformed from three sovereign nations (Canada, USA, Mexico) into one regional corporate power base, the North American Union.

Unlike the creation of the European Union, there is no public political/ academic discourse on the merits, or pros and cons of a North American Union building up to a vote within each nation as to the wish of the people to join such a union. Instead the union is being created by stealth, is already well on its way to fruition, and is being imposed on us by our own "elected" representatives and government with no opposition.

The ultimate enforcement mechanism for the North American Union is a police state. The tools for the police state are "anti-terrorist" laws. Anti Terrorist laws are a ruse to strip the people of their liberties in order to prevent dissent. The Orwellian justification is "security", "safety".

The plan of this Canada-U.S.-Mexico task force is to establish a continent-wide customs union with a common approach to trade, energy, immigration, law enforcement and security that would virtually eliminate existing national borders. The task force released its recommendations for a common North American in May 17/18, 2005.There was minor reference to it in mainstream media - no headline presentation.

The recommendations include:

• a common security perimeter by 2010
• a North American Border Pass with biometric identifiers.
• a unified border and expanded customs facilities
• a single economic space
• a common external tariff.
• seamless movement of goods within North America.
• A North American energy strategy -as a regional alternative to Kyoto.
• Review those sectors of NAFTA that were excluded.
• A North American regulatory plan that would include "open skies and open roads" and a unified approach on food, health, and the environment.
• Expand temporary worker programs and create a "North American preference" for immigration for citizens of North America.
• A North American Investment Fund to build infrastructure to connect Mexico's poorer regions in the south to the market to the north.
• Restructure and reform Mexico's public finances.
• Fully develop Mexican energy resources (Mexico wisely kept their energy out of NAFTA)
• A permanent tribunal for trade and investment disputes.( Here is where any vestige of democratic government disappears)
• An annual North American summit meeting.
• A Tri-national Competition Commission with a common approach to trade remedies.
• Scholarships for a network of Centers for North American Studies. (To serve the corporations)
• Below is the list of the Members of the Independent Task Force on North America- Many are members of the Trilateral Commission - a similar corporate interest group from the USA, Japan and Western Europe )

Mexican Truck Explosion now lists 40 Dead.

Dynamite-laden truck explodes after collision in northern Mexico; 34 killed

PIEDRAS NEGRAS, Mexico (AP) — A dynamite-laden truck exploded after colliding with another vehicle on a busy highway in northern Mexico, killing at least 34 people, including three reporters at the scene, state and federal officials said Monday.

Authorities said the two vehicles crashed into each other Sunday evening, drawing a crowd of curious onlookers as well as a small army of police, soldiers, emergency officials and journalists.

Shortly after the crowd arrived, the wreckage caught fire, and the dynamite exploded, sending a ball of fire into the sky, said Maximo Alberto Neri Lopez, a federal police official.

He said the explosion and fire consumed nearby cars and left a three-by-12-metre crater in the concrete.

More than 150 people were injured, although details on their conditions were not immediately available.

The force of the explosion blew out the windows of a passenger bus 400 metres away.

The dead included three newspaper reporters from the nearby city of Monclova, said Luis Horacio de Hoyos of the Coahuila state Attorney General's Office.

It was unclear if the explosive truck's driver was among the dead. Early reports said he may have fled.

Coahuila state has a large mining industry, most of it in coal.

The explosion raised further questions about the safety of Mexican trucks.

This weekend, Mexico began sending its first tractor-trailers across U.S. territory under a long-delayed, NAFTA-mandated program. Previously, Mexican trucks had been limited to 40-kilometre zone along the border.

Many in the U.S. fought the change, arguing that Mexican trucks are unsafe.

The truck that exploded in Coahuila did not appear to be headed for the United States. It had recently left an Orica explosives plant and was headed west to Coquimatlan, Colima, a federal police officer told The Associated Press by telephone.

A woman who answered the phone at Orica's offices in Monclova said all company officials were at a meeting, and she could not comment.

The company is based in Australia and has operations in 50 countries across six continents.

MEXICO CITY, Sept. 10 (Xinhua) -- A truck loaded with 25 tons of dynamite crashed late Sunday against a pick-up and blew up at northern Mexican state of Coahuila highway killing some 40 people and injuring 100, police reported on Monday.

The dynamite-loaded truck turned over due to the crash and started burning and immediately exploded causing a two-meter deep and 10-meter wide crater.

The tragedy occurred near the Celemonia locality at the Monclova-Cuatro Cienegas highway, Coahuila's Attorney General Juctice department stated.

The high death toll was triggered by onlookers' curiosity that came too close to the accident site, others died on-the-job duty, including reporters and drivers.

The expansive explosion wave damaged many nearby vehicles and house windows.

Local officials mobilized firemen, rescue teams and military troops to the site of the accident.

Mexican President Felipe Calderon sent a condolence message from New Delhi, India, where he is on official visit.

Earlier media versions stated that 37 people had died and 150 were injured due to the tragic accident.

Residents of planned union to be 'North Americanists'

Arizona State University teaches how continent to be integrated

Arizona State University is teaching that the U.S., Mexico and Canada need to be integrated into a unified superstate, where U.S. citizens of the future will be known as "North Americanists," according to the taxpayer-funded "Building North America" program.

The program openly advocates for the integration of economic issues across the continent, and in many places goes further – such as the call for a common North American currency.

One teaching module made available online for professors to integrate into their teachings was written by George Haynal, senior fellow at the Norman Patterson School of International Affairs at Carleton University, and implied a joint military is required. Since the security of the continent "is a joint need; it should be supplied as a common enterprise."

"Given the nature of the threats against our security in the current environment, the first task is to reinvent 'borders.' We must exercise the responsibility for protecting our society against external threats where we can do so most effectively, not where infrastructures happens to be in place," he added. "Multilateral cooperation is going to be essential among governments."

"It is clear, to me at least, that we must … move beyond NAFTA and do so with a purposeful determination," he wrote.

Another teaching paper advocates the adoption of a unified North American currency, the "amero," modeled after the euro currency of the European Union.

The programming the university is providing for help in teaching the new North American focus is just the latest evidence of the mounting campaign for a de facto North American Union. Although most in the establishment press are not covering the controversy, it has earned the opposition of a number of high-level voices including congressmen like Tom Tancredo, Virgil Goode and Ron Paul, and newsmen like CNN's Lou Dobbs who has described the U.S. government's actions in this effort as "Orwellian."

Paul, a maverick Republican from Texas, has denounced such integration plans and warns that most members of Congress aren't aware of the situation, and that he is opposing any transnational "superhighway" projects such as the "Trans-Texas Corridor" project in his home state.

Why? The ultimate goal, he said, is not simply a superhighway, "but an integrated North American Union – complete with a currency, a cross-national bureaucracy and virtually borderless travel within the union. Like the European Union, a North American Union would represent another step toward the abolition of national sovereignty altogether."

Rep. Goode, R-Va., already has introduced a resolution expressing the sense of Congress that the U.S. should not engage in further NAFTA advances.

But progress already is significant down the road to a joint government, evidenced by confirmation that the U.S. government is planning to provide full Social Security benefits to Mexicans as well as a report by the powerful Council on Foreign Relations, considered by many to be something of a "shadow government," that calls for the transfer of massive amounts of wealth from the U.S. to Mexico and the setup of a "security perimeter" around North America.

A Canadian website set up by those who fear the loss of their Canadian national sovereignty already has established a timeline for the program.

The Arizona State contribution to the move towards a one-government continent was launched because of "the notion that economic integration in the NAFTA Triad (Canada-U.S.-Mexico) was advancing despite the lack of press and public attention it received …" and a new website would allow "those of us in the Triad" to link up with the growing body of research about "how businesses, governments, and organizations were shaping, and adapting to, the evolution of a shared economic space."

"We are now bringing together the fruits of this research endeavor in a new, updated and redesigned 'Building North America' website…" the group said. "We are betting on the continued existence of scholars and policy practitioners who would benefit from a site which would consolidate the research and data we are all generating, and thereby build community among us."

A telephone number for the managers of the site was unavailable, and a WND e-mail to the site did not generate a response.

But the goal is clear: "The links, documents, and other materials on this site have been selected, organized, and in some cases designed to advance teaching and research on North American regional integration. … At the same time the site also aims to benefit the broader community of North Americanists, within the academy and beyond, by putting at our collective fingertips – or mouse-reach – the kinds of current and historical material that will benefit research into, and understanding of, North American integration – past, present and future."

The site cross-references and links to organizations and university centers such as the Center for North American Studies at American University in Washington, D.C., institutional home for Robert Pastor.

American University Professor Robert Pastor

Pastor has been described as a leading intellectual force in the move to create an EU-style North American Community, and recently told WND he believes a new 9/11 crisis could be the catalyst to merge the U.S., Mexico and Canada.

Pastor said that in such a case the Security and Prosperity Partnership of North America, or SPP – launched in 2005 by the heads of the three countries at a summit in Waco, Texas – could be developed into a continental union, complete with a new currency, the amero, that would replace the U.S. dollar.

In May 2005, Pastor was co-chairman the Council on Foreign Relations task force that produced a report entitled "Toward a North American Community," which he has claimed is the blueprint behind the SSP declared by President Bush, Mexico's then-President Vicente Fox, and Canada's then-Prime Minister Paul Martin.

At American University, Pastor directs the Center for North American Studies where he teaches a course entitled "North America: A Union, A Community, or Just Three Nations?" As WND previously has reported, Pastor is on the board of the North American Forum on Integration, the NAFI, a non-profit organization that annually holds a mock trilateral parliament for 100 selected students drawn from 10 universities in the U.S., Canada and Mexico.

Arizona State also lists government agencies in support of the merging of various functions that historically have been handled by each government, such as the Security and Prosperity Partnership of North America, the U.S. Customs and Border Protection, "the U.S. Department of Commerce, and others.

The website's archive contains "influential papers and articles which have shaped the debate on 'North America,'" including the 2005 document from the Council on Foreign Relations called "Building a North American Community: Report of the Independent Task Force on the Future of North America."

Also available is a series of "Teaching Modules," where Haynal's instructions are available. "The section leads off with an introductory guide to Building North America Into Your Course, as well as a more structured 'Matrix' offering sample units by theme and subfield … Each of these TMs either has, or will have in the near future, an accompanying Teaching Note with more detailed suggestions for incorporation into a variety of courses."

Among the organizations being promoted are the Council of The Americas, the free market thinktank Fraser Institute, North America Works, North American Integration and Development Center, North America's Super Corridor Coalition, North American Integration and Development Center at UCLA, the Mexican Embassy, NORAD, North American Development Bank, NAFTA Secretariat, North American Agreement on Environmental Cooperation and North American Agreement on Labor Cooperation,

One of the teaching notes lists Earl Fry's work titled: "The Role of Subnational Governments in the governance of North America."

Subtitled "Mapping the New North American Reality," that paper argues that provinces in Canada and states in the United States and Mexico are quite efficiently setting up their own integrated North America with or without their "federal" governments' participation.

It even warns against renegade states like South Dakota, which has undermined "treaties and agreements signed by national governments" with its requirements for inspections of Canadian cattle, hogs and wheat.

The North American Union plans were cited by WorldNetDaily editors as the Number One story on the news site's list of 10 most underreported stories for 2006.

The January 2007 edition of WND's monthly Whistleblower magazine, which explores this topic in-depth, is titled "PREMEDITATED MERGER: How our leaders are stealthily transforming the U.S.A. into the North American Union."
